Elizabeth Winter of Columbus wonders why Americans are celebrating Desert Storm. She sent along a letter to the editor clipped from another paper which compares America's "military glorification" parades with those put on by the com munist and facist dictatorships of the past. "This was no victory at all," the letter reads, "but a nasty, ignoble little war - a contest of bullies and military hardware that left everyone (except pos sibly George Bush) worse off and deeper in debt." N C 28782 Lutz To Try Again For Transfer Tax The Polk County transfer tax bill is dead for now, but may come up again when the Gen eral Assembly reconvenes in May, 1992. The bill would have provided for a 1 percent tax on all sales of real property in the county, but only if the measure was approved by Polk County voters in a referendum. County officials asked Rep. Edith Lutz to sponsor the bill, saying they needed an addi tional source of revenue to handle long-term "capital pro ject" needs, such as landfill construction, sewer and water projects, and county facilities. The transfer tax bill received a "favorable report" from the House Finance Committee, said Lutz. She said the bill next was referred to subcommittee, where no vote was taken on the mea sure before the General Assem bly adjourned. "I may try to get it through when we go back in May," she said. "If the people are willing for a referendum for it, then it's fine with me." Lutz said there were a lot of lobbyists opposing the measure.
